Man-asok Hydro Electric Power Plant

The Energy Regulatory Commission (ERC) has finally issued the Certificate of Compliance (COC) for the mini hydro power plant of the Benguet Electric Cooperative (BENECO) at Man-asok, Buguias contracted to Benguet Lineman Multi-Purpose Cooperative.
Effective November 25, 2024, the COC now gave the facility the permission to fully operate commercially as the electric cooperative hurdled the last major regulatory requirement for operating renewable energy projects.
“Man-asok finally being awarded its COC is a big leap in attaining the vision on going renewable. This final approval from the DOE means that the electricity produced by the Man-asok mini-hydro will be guaranteed to be paid by the government’s Feed in Tariff Allocation (FIT-ALL) rate,”.
It is said that the COC is a significant achievement that proved the ability of the electric cooperative to erect its own power plant.
The Man-asok mini-hydro power plant has a capacity of 3.24 megawatt (MW). The FIT-ALL rate assures electric cooperatives that their generated power from renewable energy will be paid once the power is brought into the grid.
It is estimated that the FIT rate is P5.98 per kilowatt hour (kWh) with the possibility that it could increase to P6.00/kWh.
The WESM is the country’s spot market for power supply. The WESM buying rate for Man-asok for its September to October 2024 generated power was about P3.8/kWh while for October to November, the WESM buying price was about P4.219/kWh.

Underground Lines, Solar and Renewables

Underground lines, smart technologies, solar and mini-hydro projects are top legacy projects that newly appointed Benguet Electric Cooperative (BENECO permanent general manager (GM) Melchor S. Licoben will pursue.
Together with its service arm Benguet Lineman Muti-Purpose Cooperative (BELMUCO) the co-op has recently received the official notice from National Electrification Administration (NEA) chief Antonio Mariano Almeda, effective December 1, 2024.
Licoben bared his way forward legacy agenda that BENECO will vigorously pursue under his leadership last Tuesday (January 28) during the employees’ assembly attended by some members of the BENECO board.
To further improve its reliability of stable power supply to consumers, aside from its continuing pursuit of smart technology applications, the co-op will revive its plan for underground distribution system.
This plan was sidelined in the early to mid 2000’s because the technology needed at that time was very expensive. The study conducted at the central business district then proved that at that time, the cost to undertake the shift to underground distribution system would be a challenge on BENECO’s financial capability.
Licoben expressed optimism that though it may take time, the cheaper technology now will enable BENECO to afford and achieve this eventually.
BENECO has been in the forefront among electric cooperatives in its pursuit of smart technology application in its improvement projects. A more aggressive pursuit of hurdling the last mile of becoming a full smart grid distribution utility will be seen thru its modernization of its metering system Advanced Metering Infrastructure (AMI).
